I suspect that this is the worst case scenario. Casinos would like you to think that they are always on the ball. I suspect that the truth isnt quite so clear cut. The casino managers have got to weigh up the costs of security against the cheating that they prevent. Hundreds of cameras these days are cheap and a good deterent. People to watch the cameras are not so cheap and will have to earn their keep. I suspect that they are watching their own staff as much as the players!
