Assuming you play basic strategy, this rule gives the casino's approximately 0.19% more in their favor then when they stand on a soft 17.

 

As to modifications to basic strategy based upon this rule change, unless you're following a counting system of some sort, modifications away from basic will likely hurt in the long run.
