tax on winnings

I live outside the US, and need to clarify something before coming to Vegas.

 

I have read conflicting reports on how much you need to win before you have to fill out a tax form. Anything fro $600 to $2000. Anyway, I figure, if you win a lot of chips one night, surely you can cash half of them in, then the rest later?

 

Furthermore: Are foriegn tourists exempt from paying this tax?
