I assume you aren't well educated in either the intent/meaning of the poster (clown) in his/her question nor the laws of the USA.

 

Per federal statutes, casinos are not required to withhold taxes on winnings/gain at the tables. They are required to do so on the slots. The answer to the original question.

 

Too bad you cannot distinguish the difference between WITHHOLDING, under the federal gaming/tax laws, with the the TAX CODE.

 

They are entirely different. Look them up.
