The [original] poster asked about the casino withholding tax on a win.

 

Federal law is CLEAR. Read it since you fail to grasp,

 
understand or believe my post. Tax code and statutes are on-line.
 

Gaming win(s) ***MAY*** be subject to INCOME TAX ***IF*** a winner

 
meets the tax threshold of the IRS code. Neither you nor I know if
 
any winner has to report that income. They may well be poor enough
 
to not have to file at all. And even if they do file, that income may
 
not be enough to generate a tax liability.
