If they are getting .99, they probably came up with about .985 and rounded up. Halves and Uston SS, on the other hand, are higher than .99 and are rounded down. The difference is greater than it sounds like because efficiency (which means the win rate) is not exactly the same as correlation. If you compare High-Low with basic strategy to Halves with basic strategy, you will see a difference greater than just the 2% or so you would estimate from the correlation.
