I would suggest that you read Don Schlesinger's Blackjack Attack. It is an absolute must read for anyone who is approaching the game as seriously as you seem to be. It will answer most of the questions you have about betting spreads and risk of ruin.

You can trust Carlson's strategy indices for his system. However, I believe that a larger spread than 1-4 is needed for successful play at double deckers. I have had good success with a 1 to 2X4 spread at double deckers. Sometimes I even bump it up to 2X5 or 2X6 if I think I can get away with it. I don't use Carlson's system however, and the increased playing efficiency of his AO2 system may permit a smaller spread at a profitable level.

Good luck in your playing endeavors. As I am sure you know, with a bankroll as small as yours, you are going to need it. But, we all have to start somewhere. :-)
