You increase your bets at negative counts for cover, not to increase the win rate. Yes, you sometimes have enough of an advantage at 0 to justify betting 2 units, but forget about the negative counts. Maybe if you saw several cards before playing the hand there would be a tiny edge, but it wouldn't be worth betting on.
