omega 2 and surrender and rule listings

I was wondering how much better the omega 2 is compared to a simpke point count system in terms of average player adv. and win rates per hour spreading from 1-4 at 5$ units (playing on single deck with 60% pen and good rules). Also, what hands should you surrender assuming the count is even or the deck is unpenetrated (according to basic strategy). Finally, where can i find a list of the rules for various casinos in Nevada?
