You mentioned all the rules, which are very important to basic strategy players, but even more important to a card counter is the number of decks cut out of play. Even with a good cut, it is tough to beat an 8 deck game with High-Low, so I'd recommend either looking for a more advanced count or a game with fewer decks in play.
