I play at Ameristar and Harvey's about once a week or so and the rules are: DOA, H17, DAS, NRSA, RS4, No Surr. Most dealers give what looks to be between 75% to 83%. I usually see 83%, but lately last week all the dealers I played against were a lot closer to 75%. I've seen swings like this before so I don't think it was a big change in policy or anything. I've been playing for 3 years (counting for 2) and I can't say that I remember ever seeing another counter at either casino. Plenty of sheep, but no counters.
As for the bankroll, SlackJack is right - $300 isn't nearly enough. It doesn't take but a couple of unlucky hands on big bets to lose that. I just lost $200 on Monday because of a couple 4 card 21s by the dealer when the count was well past the KO pivot point. After splits and double downs on those hands - BOOM, down $250. It's happened before, and it'll happen again.
I think the ROR for KO with a 60 unit BR would be somewhere around 47%. A bankroll of 600 units has a ROR of about 24%. Finally, if you go by the BR = 100 * biggest bet rule, a bankroll of 1000 units has a ROR of around 12%. (Got these numbers from CVSIM.)
My advice to Chuck would be to only spread $5 - $25 until you get the hang of counting. The EV is only like +0.2% or something, but if you can only afford $300, you're only practicing for bigger and better things later anyway. Still, the chance of losing it all at one time or another is very good. But if you're going to go to the casino anyway, it's better than playing at a disadvantage (barely). Wonging would be a GREAT idea too.
BTW, I think some casino up north (Onawa or something like that) has got $2 minimums instead of $5. Just what a dealer told me. I've never been there so I know nothing about it.
