The only program with source code available is bj-strat.c, and even after updating it to compile under C++ and run much faster, I still can't follow the flow as it jumps from one tiny function to the next. What I am working on is a program that will track all instances of a hand such as 16 vs. 10 as they occur. For example, if you double down on 5,5 vs. 10, then you are less likely to be faced with a hit/stand decision with 5,5,6 vs. 10.
