I do believe card clumping is a reality. Busted hands are cleared and placed into the discard tray immediately. Hands which do not bust are also cleared and placed into the discard tray as a group. This creates "clumps" of cards which are usually preserved because the dealers do not shuffle sufficiently to disrupt them. Statistically, I would agree that the likelihood of the next card being a 10 is #10s/# cards just like the likelihood of a coin tossed is 50% heads and 50% tails. But those heads and tails come in "clumps" and, with cards shoved non-randomly into in a shoe and poorly shuffled, the "clumps" are even more of a certainty.
