No and No

I don't think SOTSOG read your post very carefully.

In single deck, you divide the running count by a fraction. With half a deck remaining, you divide by 1/2, which is the same as multiplying by 2. Some players choose to never divide the running count by less than 1 for betting but you should always estimate the cards remaining to the best of your ability for playing.
