You are calculating TC to the half-deck as Snyder recommends in Blackbelt. You are abosultely correct if you are TCing to the full deck.

I would recommend to the original poster a "quarter-deck" precision in calculating TC. There are some other tricks people use as well. Uston gives some guidelines in MDBJ on what fraction to divide by based on what round was being dealt, etc.
