Single bet after a loss

My understanding is the only true advantage mathematically is that the player has a slight advantage on a single bet after a loss. That is if you lose one a hand , or two , or three, or even more that on that bet and that bet only you have the edge. If that is true could not a system be developed on that bet only ?
